25% KMA Hike Cleared For Railway Employees—Is This The First Big Move Ahead Of The 8th Pay Commission?

A 25 per cent increase in kilometerage allowance (KMA) for running railway staff has been cleared by the Finance Ministry, according to the All India Railwaymen’s Federation (AIRF). While an official notification is still awaited from the Railways and the Finance Ministry, the development has already generated optimism among employees. This move is expected to benefit lakhs of railway workers, including loco pilots, guards, and other personnel who are part of train operations. The timing is also crucial, as discussions around the upcoming 8th Pay Commission are gaining momentum.
The announcement was confirmed by AIRF General Secretary Shiv Gopal Mishra, who described it as a significant achievement for railway workers. He said, “This approval is the result of long-standing demand and continuous efforts.”
According to him, the matter was actively raised during recent meetings with Railway Minister Ashwini Vaishnav and officials from the Finance Ministry. These discussions appear to have played a key role in securing the approval.
Understanding KMA And Its Role In Salaries

Kilometerage allowance is a crucial component of earnings for running staff. Employees such as loco pilots and guards are constantly on the move and do not receive standard travel allowances like TA or DA. Instead, they are compensated based on the distance they cover while on duty.
There is also a minimum guarantee system in place. This ensures that even if an employee covers fewer kilometres on a particular day, they are still paid for a fixed minimum distance. Because of this structure, KMA forms an important portion of their monthly income.
As per Shiv Gopal Mishra, employees could start seeing the revised allowance from April. He noted that once dearness allowance reaches 50 per cent, certain allowances are revised as per existing rules. The current hike aligns with that framework and is being seen as an important step ahead of broader salary revisions.
What It Means For Monthly Earnings

The increase is expected to directly raise monthly incomes, though the exact benefit will differ from person to person. Since KMA depends on how many kilometres an employee covers, those with higher duty distances will see a bigger jump. For example, an employee earning Rs 10,000 as KMA could now receive around Rs 12,500. This translates into a noticeable monthly gain, offering financial relief to many.
The development is also being viewed as an early indicator of what might come with the 8th Pay Commission. With expectations already high, this decision suggests that the government may be preparing to revise allowances and salary structures more broadly.
